Democracy Gone Astray

Democracy, being a human construct, needs to be thought of as directionality rather than an object. As such, to understand it requires not so much a description of existing structures and/or other related phenomena but a declaration of intentionality.
This blog aims at creating labeled lists of published infringements of such intentionality, of points in time where democracy strays from its intended directionality. In addition to outright infringements, this blog also collects important contemporary information and/or discussions that impact our socio-political landscape.

Toronto police charged after man’s face bones broken

Two Toronto police officers were charged Thursday morning with assault after a suspect was injured while in custody.

Constables Manpreet Kharbar and Paul Ramos presented themselves at the office of the Special Investigations Unit, where they were each charged with assault causing bodily harm.

The charges stem from an incident on April 24, following an altercation between Keith Ryan and a parking enforcement officer.

The altercation occurred while enforcement officer Devon Henry was working in the Ossington Ave. and Queen St. W. area. At the time, it was reported Ryan allegedly attacked the officer after being issued a ticket.

Police were called and Ryan was arrested. He was taken to 14 Division. Henry, a parking enforcement officer with nearly a decade of service, went to the police station and allegedly assaulted Ryan while he was in custody.

Later that day, Ryan was transported to St. Michael’s Hospital and found to have broken bones in his face.

SIU director Ian Scott says there are reasonable grounds to believe Ryan was assaulted while Ryan was in police custody.

The SIU was contacted by the Toronto Police Service on April 24.

Because Henry, 42, is a civilian member of the force, he was not the focus of the SIU investigation. On April 28, Toronto police charged Henry with assault causing bodily harm.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault.

SIU spokesperson Jasbir Brar said a team of three investigators and one forensic identification investigator probed the circumstances of the case.

Constables Kharbar and Ramos were the only two subject officers in the investigation.

Kharbar and Ramos are scheduled to appear at Old City Hall court on Aug. 24.
